According the hierarchal theory of knowledge organization,we analyse that the understanding of computer is merely to inference according to semantic rule. It is culture and values that determinate the standards of knowledge organization. It is valueladen in knowledge organization by the technology of semantic web,and It has important influence to human culture and resource allocation during knowledge organization by the technology of semantic web.
