PRACTICE AND CONSIDERATION OF “INTEGRATIONOF TWO PLANS”INTEGRATION OF CITY MASTER PLAN'NING AND MUNICIPALLAND USE MASTER PLANNING

城镇总体规划和土地利用总体规划在结构体系、成熟程度、用地分类和审批权限等方面存在很大差异，但两个规划关联度高，必须有效衔接。必须从整体的、全局的观点来正确认识发展与保护的辩证关系，实现区域的可持续发展。结合湖州市辖区43个乡镇两个规划衔接工作的实践，探讨“二图合一”的必要性、可能性及其基本前提、结合层面、规划与协调的重点等问题。

There are great differences between city master plan and land usemaster plan in siructure system, level of mature, land use categoriesand approval power Nevertheless, there is relationship between them.It is necessary to integrate them. The dialectical relationship betweenthe development and conservation should be understood from thegeneral and overall views. With the practical experience of integratingbetween the two plans in 43 townships in Huzhou, the author suggeststhe necessity, possibility, its basic pre-foundation, surface ofintegration, and the planning and coordination of 'Integration of TwoPlans
