新疆利用外资项目中当地少数民族“共同参与”、“共同享有”调查研究

A Survey of Co-participation and Co-enjoyment of Local Minority Ethnic Groups in Exploiting Foreign Investment Projects in Xinjiang

本文通过对新和县水利节水灌溉项目的调查,旨在了解新疆利用外资贷款项目中当地少数民族"共同参与"、"共同享有"的基本情况,进而在实践上考察和研究"参与式发展"理论在新疆的具体应用程度及效果。本调查得到的基本结论为:"参与式发展"在新疆外资贷款项目中得到应用,水利项目的特殊性影响了当地少数民族的"共同参与",但更为重要的是,推进当地少数民族"共同参与"、"共同享有"进程的深入与高效仍是任重而道远。

Through the investigation into saving on water for irrigation in Xinhe County,the paper aims to get some understanding of basic circumstances of co - participation and co - enjoyment of local minority ethnic groups in exploiting foreign investment pro- jeers in Xinjiang, and then inspects and researches the degree and effects on application of the ＂participatory development＂ theo- ry in Xinjiang. The basic conclusion of the investigation is that, ＂participatory development ＂ has been used in exploiting foreign investment projects in Xinjiang, the particularity of the water conservancy project influences the co -participation of local minori- ty ethnic groups, however, what is the most important is that there is still a long way to go to promote the in -depth and the effi- ciency of the process.
