Is Public Procurement Policy an Innovative Policy?——A Case of the Public Procurement Policy of EU

"里斯本战略"制定以来,公共采购政策被视为一项能够有效推动创新的政策手段而在欧盟得到了充分的重视。然而最新的研究却表明,公共采购政策不仅没能推动欧盟的创新行为,反而一定程度上起到了阻碍其创新活动的作用。本文在分析公共采购政策在推动创新中的作用的基础上,探析了欧盟公共采购政策推行中的问题,并提出了改善公共采购职能的相关观点。

Since the Lisbon Strategy came into being,the public procurement policy has been regarded as a policy means that can promote the innovation,and EU put it more attention.But the newly research shows the public procurement policy not only can not improve the EU＇s innovation,but blocked its innovation in some case.This article analyzes the function of the public procurement policy to the innovation,and draws the main problems in the enforce of the EU＇s public procurement policy,and gives some suggestion.
