摘要
近年来,中国铁路相继建设了超偏载检测监控系统和车辆运行品质动态监测系统(TPDS),强化了对铁路货车装载状态和运行状态的检测和监控,但是这两大系统分属不同部门、分别独立运行,货车超偏载检测信息资源没有共享。本文针对跨部门共享铁路货车超偏载信息,充分发挥超偏载仪检测装置、TPDS系统等既有安全监测系统的作用,提出建立统一的超偏载集中监控系统,在分析超偏载集中监控系统建设的原则和目标基础上,提出铁路超偏载集中监控系统的总体技术方案,包括系统服务对象、总体架构和逻辑架构;分析系统功能框架和基本功能;提出超偏载信息共享方案、路局确报接入和匹配方案、系统中web服务的封装获取以及系统数据处理的统一评判机制等关键技术。超偏载集中监控系统于2008年11月在北京铁路局投入正式运行。
In recent years,the construction of overload and unbalanced load detecting system and Truck Performance Detecting System(TPDS) has enhanced the detection and monitoring of loading and running status of freight cars.These two systems belong to different departments and run independently,information resources of overloading and unbalanced loading are not shared.In order to share inter-departmental overload and unbalanced load information,make full use of the monitoring function of overload and unbalanced load detecting devices and TPDS and complementing freight safety monitoring and guaranteeing of the whole system,we must construct the centralized overload and unbalanced load monitoring system.In the paper,we discuss the principles and aims of the centralized overload and unbalanced load monitoring system.Then we present its general blue print,including the service objects,general framework and logical architecture;we analyze the function frame and basic functions.In the end,we propose the key implementation methods,including overload and unbalanced load data sharing,railway administration confirming reports importing and matching,web services encapsulation in the two systems and the uniform judging mechanism of data processing.The promotion of the centralized overload and unbalanced load monitoring system will have a profound impact on freight transport safety.
