摘要
对城市轨道交通的开发利益影响范围进行了深入分析,设计并探讨了基于土地收益增值的城市轨道建设市场化投融资模式。结合长沙城市轨道交通2号线的案例分析,提出城市轨道交通投融资宜采用市场化投融资模式,将城市轨道交通的项目建设和沿线土地开发捆绑在一起,利用沿线土地开发的利益吸引私人资本的注入。市场化投融资模式是一种能最好地满足政府和私人投资主体需求的合作方式。
The rapid development of rail transit inevitably needs large capital investment.As a huge investment project,rail transit financing is the key to the implementation of urban infrastructure construction.In this paper,an investment and financing business model for rail transit project is proposed,which combines the project construction with land development along the rail line,and will attract private capitals because of the land use interest.At the same time,the calculation of the interest impacted area of rail transit is amended for reasonable land provision.Finally,taking Changsha urban rail transit Line 2 as an example,this paper analyses the investing and financing strategy.The result shows that this model can reduce the pressure of government departments and increase social benefits.
