城市轨道交通线网规划范围和年限的探讨

在总结各城市轨道交通线网规划报告的基础上,首先提出了城市轨道交通线网规划中,规划范围多样化和规划年限不统一的问题;其次结合城市总体规划和城市轨道交通相关专项规划的编制情况,剖析了规划范围多样化和规划年限不统一两个问题的形成原因。最后结合对《城乡规划法》的理解和认识,提出了解决这两个问题的建议:城市轨道交通线网规划应与城市总体规划同步编制,并纳入城市总体规划;城市轨道交通线网规划范围应为城市总体规划提出的规划区,规划年限应与城市总体规划一致。

Through a summary of urban rail transit network planning in China,this paper discusses two issues,i.e.the variety of planning scope and the inconsistency of planning periods.Then,in light of urban master plan and rail transit related special planning,the paper further explores the causes of the two issues.Based on the understanding and recognition of Urban-rural Planning Law of P.R.China,the paper suggests that urban rail transit network planning shall be made within urban master plan and have the same lifespan as that of the master plan.
