农业科技跨越计划项目实施跟踪评价指标体系构建研究 被引量:4

摘要 农业科技"跨越计划"是我国为应对21世纪国内外农业发展的新形势,加快推进农业科技和农村经济实现跨越式发展的科技计划。到现在跨越计划已经实行了10年,取得了良好的经济和社会效益。科学有效的评估体系和方法是科技计划不断取得进步的保证和根本条件。目前,跨越计划的评估采取专家验收评估的静态评价方法,难以全面反映项目实施过程以及存在的问题。根据跨越计划管理的显著特点,尝试建立了动态的跨越计划全程跟踪评价指标体系,从不同层面针对每个项目建立跨越计划实施的管理系统和数据库,以全新的过程管理视角对跨越计划项目实施进行具体客观的评估,有利于跨越计划更加有序地实施,为千万农民的增收作出更大贡献。 In order to promote the development of agricultural science technology and China's rural economy by leaps and bounds,meet the situation of agriculture(domestic and abroad)in the 21st century,the "Leaping Plan for Agricultural Science and Technology" was set by China's government since 1999.Up till now,the plan has been carried out for 10 years,and has obtained enormous economic and social benefits.A scientific and effective evaluation system and good methods were needed to make the scientific program more smooth and reasonable.Now,the evaluation methods of the plan remains the traditional static site inspections by experts,could not reflect the whole implementation process and problems of each project.According to the distinctive features of the management system of the plan,this paper sets a dynamic index system to evaluate and track the implementation process,sets management systems and databases for each projects on different levels,makes specific and objective conclusions on perspective of process management,so as to regulate the implementation of the program,contribute to increasing revenues for China's thousands of farmers.
