大城市郊区农村废弃物能源化推广应用的新视角——基于上海郊区农村面源污染管理的思考

New Views on Promotion of Waste-to-Energy in Suburb Rural Around Cities:Consideration Based on Non-point Source Pollution Management in Suburb Rural of Shanghai

本文以上海为例,针对郊区农村户用沼气工程建设及推广中存在各种阻力的现实,对适用于郊区农村废弃物处置的各种模式进行了成本收益分析。试指出:如果仅从传统的农村炊事用能对电力的替代角度来促进废弃物能源化的推广应用,废弃物能源化就失去了原有的经济激励,但相比较其它的处置方式它又有着较强的环境有效性和经济可行性的优势,不失为郊区农村面源污染控制的有效模式,可通过政策扶持、更新服务与管理体系来进行相关激励。

Cost-benefit analysis was made on various waste disposal modes suitable for suburb rural areas taking Shanghai as an example. It is point out that if only utilizing the waste-to-energy for traditional cooking, the promotion of popularization and application of waste-to-energy has lost the economic incentive. But it has a strong environmental effectiveness and economic feasibility comparing to other disposal modes, so it is undoubtedly an effective model for rural non-point source pollution control. And the incentives could be provided by relevant policy, updates of service and management system.
