城市化背景下乡村聚落空心化问题初探

On the Phenomenon of Rural Settlements Hollowization in the Context of Urbanization

随着中国城市化进程的快速推进,广大农村出现了日益严重的空心化问题.其主要原因可以归纳为:经济与人口因素、社会因素、规划与管理因素、制度因素等;所造成的负面效应,如破坏和浪费土地资源、传统乡村聚落文化破坏、村容村貌不整、社会问题加重、阻碍城镇化进程和新农村建设等.由此提出了相应的对策建议:推进城乡整体规划,促进土地管理信息化建设,改革完善现有制约性制度,加大"以工代赈"扶持力度,以适应我国城市化进程中的新农村建设.

With China＇s rapid progress of urbanization,a vast majority of the rural areas are faced with an increasingly worrying problem of hollowlization.The principal causes can be summarized as：economic and demographic factors,social factors,planning and management factors,institutional factors such as,adverse effects,like the destruction and waste of land resources,cultural destruction of traditional rural settlements,the destructiion of the naturally complete village appearance,the worsening social problems which impede the process of urbanization and a new countryside construction,etc.,thus some management measures are put forth here,namely：to push forward the overall planning of urban and rural areas; to enhance land management and information construction; to reform and improve the existing conditionality rules; to step up our efforts made in the work of ＂provides jobs as a form of relief＂ ,so as to help adapt to the process of urbanization in China＇s new rural construction.
