With the development of reform and opening,domestic inter-governmental relations have undergone great changes and the research on the Tiao-kuai relation has become a main topic at the forefront of political science.By making an in-depth,systematic theoretical research on Tiao-kuai relation,this article provides useful experience for the reconstruction of inter-governmental relations.
