省市共建“以省为主”和“以市为主”之抉择——关于新建地方本科院校管理体制改革的叙事研究

Co-construction by Province and Municipality and Options between "Province-led" and "Municipality-led"——a Narrative Study into Reform on Management Systems in Newly-upgraded Local Universities

"省市共建,以省为主"与"省市共建,以市为主"是当前我国新建地方本科院校并存的管理体制。本文运用叙事研究方法,通过对新建地方本科院校校长们关于该类学校管理体制叙事的"故事情节"的整理和分析,探讨两种管理体制在实际运行中之利弊,以期理顺政府与高校关系,从而真正在管理体制上为新建地方本科院校"强身"和"松绑",促进这类高校健康持续发展。

＂The Province-led Co-construction by the Province and the Municipality＂and ＂the Municipalityled Co-construction by the Province and the Municipality＂ are the two co-existing management systems in the newly-upgraded local universities in China.This paper,using a narrative approach,tries to analyze ＂the story lines＂ by the presidents on the management systems in these newly-upgraded local universities and to discover the advantages and disadvantages in the two systems in a prospect for rationalizing the relationship between governments and universities so as to factually strengthen management and relieve restrictions in the newly-upgraded local universities and to promote the healthy and sustainable development of these universities.
