中国作为后发现代化国家,政府在社会转型中发挥着主导作用。后发国家的现代化追求处于现代性在西方充分发展之时,其弊端已引起人们反思和批判的背景下,如何立足民族特色,坚持社会主义选择,在"以民为本"的理念下解决好民生问题,是政府义不容辞的责任。

In a developing country as China,the government plays a leading role in social transformation.The modern pursuit of developing countries is when the modernity is fully developed in the Western countries.Thus its drawbacks have aroused people’s reflection and criticism.It is incumbent for the government to solve the problems concerning the people’s livelihood in the ＂people-oriented＂ philosophy as well as on the basis of the national characteristics and the socialist choice.
