农村合作基金会规范发展探索

An Exploration of the Standard Development of Rural Co Operative Fund Union

将农村合作基金会的发展分为试办、起步和完善等三个阶段，对各个阶段的特征和取得的成果进行了总结；并对其发展中出现的网点设置营业化、变相吸收存款、超比例发放贷款等问题进行分析；最后提出“立足农村、坚持合作、资金互助、自主经营、民主管理”的原则，以实现农村合作基金会的规范化管理。

Through more than ten years of development, the rural co operative fund union has taken a preliminary scale and become an organic part of rural financial system.It has played an important role in rural finance and accelerated agriculture and rural economy development.At the same time,some new problems have emerged,e.g. deposit is absorbed by varying ways,the direction of investment departs from the principle of establishing the union,risk guarantee system is incomplete and so on.Standard and guide are the key to these problems.The thought and countermeasures have seen put forward:standardizing rural co operative fund union should adhere to the principle of establishing the union,keep the quality of co operative finance and strengthen superintendence and administration.
