The value of Shanghai＇s culture industry is very high,but the motivation for the future development of culture industry is very lack. The effect of the reform took place in the culture organization is not obvious. In the next 3 years,Shanghai should take several innovative measures to jointly advance the development of culture industry and the reform culture organization.
