Problems and countermeasures on the construction of science and technology supporting system of civil aviation safety in China

摘要 研究了国际民航安全科技工作的经验和重要举措,从制定中长期安全规划、科研机构建设和投入、信息分析三个方面进行了研究和总结;全面深入地分析了我国民航科技工作当前面临的主要问题,指出科研力量薄弱和科研管理机制不完善是我国民航科技工作落后的根本原因;提出建立科研保障机制、加大安全科研投入的对策,从根本上完善民航安全科技支撑体系,以加大科技支撑民航安全的力度,提高航空安全水平。 The important initiatives and experiences of science and technology supporting in aviation safety worldwide were studied in this paper.These initiatives generally included the development of mid-term or long term safety plan,building and investment of scientific institutes,information analysis.The main problems currently facing by China's civil aviation science and technology work were comprehensively analyzed in-depth.The root causes of the lagged science and technology work of China’s civil aviation were the weak scientific capacity or competing and imperfect management mechanism.It was suggested that guarantee mechanism should be constructed,and safety investment should be increased for science and technology to improve the supporting system and increase the intensity of science and technology supporting for safety.
