摘要
从淮河流域安徽、江苏、河南和山东4省的COD排放及其特征分析入手,以流域各利益主体公平占用水环境容量资源为前提,提出了各省区COD年排放量参考标准,并对以此参考标准为基础的流域环境补偿机制进行了探讨。
Based on the emission and features of COD from Anhui,Jiangsu,Henan and Shangdong in Huaihe basin and considering fair occupancy of water environmental resource by each benefited party,the referrence standard of COD emission load was put forward and the relative compensation mechanism of basin environment was discussed.
