外企嵌入与热带林业产业化中的价值链前移——以APP林浆纸一体化模式为例

Foreign Embeddedness and The Value Chain Forward of The Forestry Industry——APP Forest-Pulp-Paper Integration Model as an Example

长期以来,由于投资不足,农业比较效益低下,在政府财力有限的条件下鼓励有雄厚经济实力的外企嵌入农村是一个现实的选择。以外企APP嵌入海南推广桉树种植及林浆纸一体化模式为例,深入分析研究发现:外企以合约为纽带,以林业产业化为基本形式,在林产品价值增值中实现了价值链前移,即林户通过不同的合约收到了APP在高端领域价值创造的超额回报,同时农民(林户)又扩大了就业机会,获得了务工收入,总收入水平不断增加。为此,政府和企业都要采取正确措施,促使林浆纸一体化模式健康发展。

For a long time,due to inadequate investment,the comparison of low efficiency in agriculture,under the government＇s conditions of limited financial resources,to encourage foreign companies has strong economic strength embedded in rural areas is a realistic option.In this paper,foreign APP embedded in Hainan promotes eucalyptus plantation and forest-pulp-paper integration model as an example,the further analysis of the study is found that：foreign companies on a contract as a link,the basic form is the forestry industrialization,to achieve the value chain forward.In the forest products value-added is gained.Namely,through various contracts farmers have received in the high-end area of the excess returns of value creation of APP.At the same time,farmers（households pursuing the forest industry）also expand employment opportunities,earn working income,increasing the level of total income.To this end,governments and businesses should take proper measures to promote the healthy development of forest-pulp-paper integrated model.
