“限塑令”的公众行为响应与白色污染控制对策——以咸宁市为例

Reverberation after the Policy of "the restriction of plastic bags" And Control Countermeasure for "White Pollution"——The Case of Xianning City

以咸宁市消费者人群为研究对象,通过问卷调查统计并分析了消费者对政策(塑料购物袋收费)的行为响应。与此同时根据咸宁市统计年鉴和环境公报.统计估算了城市生活垃圾及白色污染的产生量及其变化趋势,研究结果表明:政府强制措施的出台限制了白色垃圾的产生量,但公众配合意愿尚不高。在此基础上,基于系统化原理,本研究提出了城市生活垃圾及白色污染治理的对策措施。

Xianning consumer groups in order to study the object,through a questionnaire survey and analysis of consumer policy（plastic shopping bag charging） and behavioral response.At the same time according to Xianning City Statistical Yearbook and Environment Bulletin.Statistics estimates the city＇s garbage and white and the generation of pollution trends,research results showed that：The Government introduced compulsory measures limit the amount of white trash generated,the public willingness to cooperate not high.On this basis,based on systematic theory,this study proposed municipal solid waste and white pollution control countermeasures.
