日本文化产业发展经验对我国文化产业振兴规划实施的启示

The Enlightenment of Japan’s Cultural Industry Development Experience on the Implementation of China’s Cultural Industry Revitalization Plan

2009年7月,国务院常务会议通过了《文化产业振兴规划》,9月,文化部颁布《文化部关于加快文化产业发展的指导意见》,标志着文化产业成为国家发展战略层面的重要内容。与我国一衣带水的日本在成为世界第二经济大国之后,继而成为世界第二文化产业强国。日本文化产业发展经验给我国文化产业振兴规划的实施以下启示:在制度建设上以法律的形式做保证;在时间上保证连续性和稳定性;在措施上要充分利用积极的财政和金融政策;在组织体系上坚持"产、官、学、研"一体化发展。

In July, 2009, the Cultural Industry Revitalization Plan was approved by China＇s State Council. And in September of the same year, the Culture Ministry of China promulgated the Guiding Views of Culture Ministry on Accelerating Cultural Industry Development. These are symbols that the cultural industry has become the key content of China＇s national development strategy. Japan, the neighboring country of China, after becoming the world＇s second largest economy, now has also become the world＇s second strongest country in cultural industry. The experiences of Japan＇s cultural development can give us enlightenments as follows： law guarantees in system construction, time guarantees to ensure continuity and stability; positive financial and fiscal policies to be made use of in taking measures; and keeping integrated development in the organizational system.
