统筹城乡需要大量面向城市与农村的相关适用人才,需要通过职业教育有针对性地进行培养与培训。现阶段职业教育发展的水平还不足以适应城乡统筹的需求,存在的主要问题之一在于城乡职业教育资源分割严重,无法形成整体合力。应该进行城乡职教资源有效整合,其中的关键是确定整合主体,合理界定市场与政府之间的关系。

Balancing urban and rural development needs a large number of people with practical talent. They must experience targeted vocational education and relevant training. Nowadays, the developing level of vocational education is not high enough to meet the practical needs of balancing urban and rural development. The main problem is that a serious split between urban and rural vocational education resources makes the integration hard. The key to the integration of vocational education resources is to determine the subjects of integration and properly define the relationship between markets and governments.
