近年来,随着城市化进程的加快,农转非人员逐渐增多。征地农转非后,农转非人员生活水平持续下降,生存状况不容乐观,形成城市里新的贫民,成为社会的一大不稳定因素。应高度重视农转非人员生活状况改善问题。巩固发展农村集体经济,多渠道促进农转非人员再就业,提高农转非人员社会保障水平是改善农转非人员生活状况、促进城市化进程健康发展、繁荣活跃地区经济的现实可行决择。

In recent years, urbanism speeds up, urban population changed from farmer increase gradually. After entering into the city, the living standard of the urban population changed from farmer has been descending continually. They have become the new urban poor. We should attach great importance to improve their living standard. The measures include： strengthen the rural collective economy, assist urban population changed from farmer to obtain employment, raise their social security standard,promote the healthy development of urbanization, make the regional economic prosperous.
