我国区域自主创新能力的评价体系构建与实际测度研究

Study on the Evaluation System and Practical Measure of Regional Independent Innovation Ability in China

在清晰界定区域自主创新概念的内涵和结构模型基础上,遴选了90个评价指标构成了我国区域自主创新能力的理论评价指标体系,采用隶属度分析、相关分析和鉴别力分析等方法对理论评价指标进行多重实证筛选,构建了由评价目标、评价模块和评价指标三个层面共25个评价指标组成的我国区域自主创新能力的评价指标体系。采用内部一致性系数和内容效度方法对该评价指标体系进行信度和效度检验,结果表明构建的评价指标体系具有较高的信度和效度。以该评价指标体系为测度工具,采用层次分析方法对我国30个省市自治区的自主创新能力进行了实际测度。

Based on clear definitions on the connotation and structure model of Regional Independent Ability,this study selects 90 evaluation indexes to form a theoretical evaluation index system of Regional Independent Innovation Ability in China,adopts methods like membership degree analysis,correlation analysis and discriminability analysis to conduct a multiple empirical selection on these theoretical evaluation indexes,and thus establishes an evaluation index system of regional independent innovation ability in China consisting of 25 evaluation indexes on three levels:evaluation target,evaluation module and evaluation index.After that,the author adopts concordance coefficient and content validity method to test the reliability and validity of the evaluation index system.The test result shows the constructed evaluation index system has high reliability and validity.Therefore,the study adopts this evaluation index system as the measuring tool,and uses analytic hierarchy process to conduct a practical measure on the independent innovation ability of 30 provinces,cities and autonomous zones in China.
