我国非政府组织志愿失灵问题浅析

Approach on the Voluntary Failure of the Non-government Organizations in China

在西方,非政府组织在公共物品的提供中存在着慈善供给不足、服务活动的特殊性、非独立性和业余主义等问题。我国的NGO也存在着非政府组织机构不完善、公众志愿参与不足、慈善供给不足、信任危机等志愿失灵的现象。对此,政府要给予NGO"合法"地位,同时NGO要完善组织结构,加强志愿活动制度建设,化解信任危机等等。

In the West,non-government organizations have the problems in the supply of public goods,such as the short alms deed supply,particularity of service activity,non-dependent and amateur thinking. But the ＂voluntary failure＂ of the non-government organizations in China is the deficient of non-government organizations,not enough voluntary behavior in the NGO,lack of the public voluntary donation and the crisis of belief. The effective way to remedy the ＂voluntary failure＂ is to establish the legitimacy of non-government organizations. At the same time,we should develop the frame of the organization,strengthen the construction of the voluntary activity system and solve the crisis of belief.
