摘要
截止"十一五"期末,我国多年来形成的收入分配不公,突出表现在两大方面:一是GDP在国家、企业和个人三者之间分配不公,劳动报酬和居民收入在GDP分配中的"两个比重下降";二是社会成员之间收入差距过大。"十二五"期间,要针对产生和形成"两个比重下降"和社会成员收入差距过大的四个原因,从七个方面的理论创新和分配制度安排上找准切入点,力争在"十二五"期间基本扭转"两个比重下降"和社会成员收入差距过大的趋势。治理分配不公是政府的责任,需要国家成立专门机构治理分配不公。
By the end of the 11th Five-Year Plan, the unfair distribution that has been formed during many years is mainly reflected in two aspects: first, unfair distribution of GDP among the nation, enterprises and individuals, and decrease in both proportions of labor reward and resident income in GDP distribution; and second, huge income gap among social members. In the 12th Five-year Plan, aiming at the four reasons for the above two aspects, seven theoretical innovations and distribution system arrangements are proposed in this paper in the hope of basically changing the trends of "both proportion falling" and "income gap widening". Controlling unfair distribution is the responsibility of the government. A special institution should be set up to do this task.
