HSE管理体系是近几年出现的国际石油天然气工业通行的管理体系,如何在项目建设中保障参战单位及人员的健康与安全,是石油化工企业面临的一个重大课题。实现在项目建设期的健康安全环境目标,作为项目建设主体的施工承包商的HSE体系建设和运行效果是关键,也是作为业主方的管理的重点和难点。
The HSE management system is general management system in international petroleum industry in recent years,it is a major issue which the petroleum chemical industry enterprises faced to protect construction units and personnels of health and safety in project construction.In view of the health and safety environment target in project construction,the HSE system construction and operation effect of construction contractor as the subject of project construction is the key,as well as the key and difficulty of management of the owner.
