摘要
信访稳定工作是新形势下出现的一个新的课题,需要认真研究,慎重对待,本文依据有关法律法规,对什么是非正常上访、非正常上访的动机、危害及原因以及信访稳定工作中存在的突出问题及对策进行了探讨。
The stable petition is a new topic of the new situation,which need earnest study and careful treatment.This paper discussed what is abnormal petition,the motivations,harms and causes of abnormal petitions,and main problems in stable petition and countermeasures.
