Race to the Top:Driving a New Round Education Reform of Secondary and Elementary Schools in the USA

2009年7月24日,美国启动"竞争卓越"计划,提供40多亿美元资助各州改革基础教育,尤其是加强数学和科学的教育改革。计划提出的背景源于美国对数学和科学教育的一贯重视及近年数学和科学教育中存在的各种问题。该计划强调通过招聘、培养优秀教师,并采用国际的基本标准和评估,以便让学生成功读大学或就业;通过建立资料库系统来检测学生表现,并用来告之教师和校长如何改进;加大力度改进表现最差的学校等。该计划的启动必将推动美国新一轮中小学教育的改革,对美国基础教育的未来走向产生深远影响。

On July 24,2009,the USA released a new plan called ＂Pace to the ＇tOp＂ tor states ro apply ,for the S4.35 billion dollar for basic education,especially to strenghten the reform of maths and science. The plan is brought forward based on the persistent recognition of maths and science and their present problems. It emphasizes recruiting or bringing up excellent teachers,and it will adop art international basic standard and evaluation so that students can succeed in going to university and obtaining employment;It also sets up a database to examine students＇ behavior and tells teachers and schoolmasters how to ameliorate,and stresses on improving the worst performing schools. The plan will certainly drive a new round education reform of secondary and elementary schools in the USA and also affect future Amecian basic education deeply.
