摘要
按照"财务管理上是否实行收支两条线、行政管理上是否实行乡村一体化"的思路,作者将上世纪90年代以来乡村卫生管理体制改革总结归纳为"收支两条线"、"乡村卫生一体化"和"县乡村卫生一体化"三种模式,分析了各种模式的改革实质及存在的问题,并提出了相关政策建议。
Rural health management system reform was summarized as three modes, which were ＂Revenue and Expenditure in Two Lines＂, ＂Village Clinics＇（ VCs） revenue and expenditure controlled by Township Health Centers（ THCs）＂ and ＂integrated health care provider group among eounty , township and village level＂. Then, the essence and related problems of each mode were analyzed. Based on which, related policy suggestions were put forward.
