ISSUES OF SMALL TOWN PLANNING IN LESS DEVELOPED AREAS FROM THE VIEW OF PRO DISARSTE RECONSTRUCTION

从灾后重建规划谈起，论述了欠发达地区小城镇规划应注意的一些问题，主要有：一、物质体形规划必须与社会、经济、文化规划相结合，必须适应当地的经济结构和生活模式。二、规划必须因地制宜、因时制宜，不能简单划一、照搬照用。三、规划不能仅仅将重点放在用地布局和道路系统上，同样应给予能源、给排水、环卫等基础设施足够的重视。

It explains some issues of small town planning in the less developed areas from the pro disarste reconstruction planning.These issues include coordination between physical planning and social、economic and cultural planning.Planning should depend upon the local situation.It is unable to copy others.Planning should emphasize not only the land use and road system,but also energy,water supply and sewage,sanitation,and other infrastructure.
