城市边缘区发展困境及摆脱途径——以杭州市转塘地区为例

从城市规划政策形成和实施过程来探索城市边缘区的发展困境,提出解决城市边缘区问题的根本出路在于对城市规划本身及其外部环境进行反思,进而分析了城市边缘区与核心区冲突的根本原因。在此基础上,研究城市边缘区城市规划政策框架,提出引导与控制城市边缘区发展的政策措施。

This article explores the plight of urban fringe development from the perspective of the formation and implementation process of urban planning policy,and points out that the right way to solve the problem of urban fringe is thinking more carefully about urban planning itself and related circumstance.Then it proposes that urban planning policy is the key to urban fringe planning.Several suggestions of urban planning policy are raised to guide the development of urban fridge.
