本文结合通辽地区高校及各系统图书文献信息服务的工作实践，阐述网络环境下联建区域性图书馆文献信息服务保障体系的重要性与可行性，找出地校联建区域性图书馆信息服务保障体系建设过程中存在的难点问题，探讨其解决途径。

According to the practise on literature information service of university and local libraries in Tongliao, in order to find out and solve the problems in establishing security system of literature information service by university and local libraries, the importance and feasibility of security system establised through network is stated.
