关于石油企业进行股份制改造的战略思考

股份制并非资本主义特有的东西。我国石油工业在目前条件下完全可以进行股份制改造，这种改造可使石油企业实现政企分开，两权分离，自负盈亏，可筹集更多的资金用于企业的发展，并在一定程度上解决企业发展中面临的突出矛盾，有利于石油产业结构的调整和优化。根据我国现实情况，石油企业进行股份制改造的原则是：保持以公有制为主体，根据石油行业的特点，结合完善承包制，先行试验，逐渐推广。本文试对石油企业股份制改造的理论依据和实施步骤做了一点探讨。
