摘要
[目的]了解随州市疾控机构人力资源现状,探索优化人力资源结构策略。[方法]以2008年随州市疾控中心人员构成和岗位设置为基准统计。[结果]2008年随州市疾控中心在岗职工159人,占辖区总人口的0.66/万;男性占58.49%,女性占41.51%,男女之比为1.41∶1;平均年龄40.70岁,50岁以上28人(占17.61%);无学历占10.06%,中专占15.72%,大专以上占74.21%,工作中还要承担曾都区和随县的工作职能,处在超负荷运转状态;在政府投入严重不足的前提下迫使非政府职能科室的存在,职工待遇明显低于同级和市直医疗卫生单位及乡(镇)卫生院职工收入;近年人员学历结构有明显改善。[结论]制定可持续发展战略,优化人力资源结构主线,培养、吸引、用好人才三大环节,优化岗位设置,强化激励机制是往后的工作重心。
[Objective]To understand current status of human resources in disease control and prevention institutions of Suizhou city, to explore the strategy for optimizing human resources structure. [Methods]The statistics were worked out on the basis of the composition of personnel and post arrangement at the centre. [Results]There were 159 staff workers, accounting for 0. 0066 % of the total population of the area under jurisdiction. Among them, 58.49 %, males and 41.51% females. So the rate between the two was 1.41 : 1. Their average age was 40.70 years old. Of them,there were 28 people over 50,accounting for 17.61%. As for their educational background, 74. 21% of them graduated from junior colleage, 15.72 % from polytechnic school and 10. 06 % had no formal schooling. Yet their work included the work function of Zengdu district and Sui county,which left them in a state of overwork. Besides, the existence of non-government function de- partment due to lack of funds invested by the government. Therefore their salary and welfare were much lower than equiv- alent units in the city. In recent years, their educational structure has obviously improved. [Conclusion]To work out the strategy of sustainable development, strengthen human resources structure, develop, attract and make good use of talents, enhance post arrangement and strengthen motivation mechanism are the future focuses.
