西藏“非典型”产业演进路径研究——基于中央财政补贴的视角(1978～2008)

Study on the Atypical Path of Industrial Evolution in Tibet—Based on the Perspective of Central Finance Subsidy (1978～2008)

在国家财政的大力支持下,西藏三次产业得到了快速发展。但纵观西藏产业结构变迁的历程,不难发现,其产业演进的路径有着明显的"非典型"特征,主要表现在三次产业演进的次序和典型演进不同,以及第三产业的发展由于外力作用而过于显著。出于加快西藏经济跨越式发展的初衷,中央给予西藏大量的财政补贴,但其强化了这种非典型的演进路径。基于此,完善制度建设、发挥比较优势、转变增长方式、提高补贴效益应是西藏产业良性发展的应有之意。

With great support from State finance,Tibet has obtained rapid development in primary,secondary and tertiary industries.But looked over the transformation of industrial structure in Tibet,it is not difficult to find that its industrial evolution has obvious atypical characteristics,mainly displaying their difference in sequences from typical evolution’s and too obvious development in tertiary industry with external force.With the original intention of accelerating the great-leap-forward development in Tibet,the central government gives massive fiscal subsidy to Tibet,which strengthens this kind of atypical evolution path.Therefore,perfecting the construction of system,playing the role of comparative advantage,changing the mode of growth and raising subsidies’ benefit should be embodied in the sound development of Tibet’s industry.
