社区卫生服务评价指标体系研究文献综述

Literature review of research on community health service evaluation indicator system in China

目的:综述当前城市社区卫生服务评价指标体系研究文献,总结归纳基本理论、框架、研究方法,分析主要问题,提出规范和完善社区卫生服务评价指标体系的建议。方法:文献综述法。结果:目前,社区卫生服务评价指标体系构建的理论框架依据一是"结构—过程—结果"模式或"投入—过程—产出"逻辑框架,二是国家政策目标或社区卫生发展模式研究报告结果;研究方法主要为Delphi法,部分研究可见对评价指标体系的信度和效度检验。结论与建议:社区卫生服务评价指标模型逐渐成熟,但是评价指标不够完善,活动指标中管理活动涉及较少,某些指标体系构建研究步骤不全;建议统一并完善评价指标体系逻辑框架,综合各类研究方法,理清指标体系构建及应用主要步骤,建立完善的社区卫生服务评价指标体系。

Objectives：To review research literatures on community health service evaluation indicator systems,synthesize the theories,frameworks,and methodologies used and analyze the issues existed in the process and to put forward recommendations on standard community health service evaluation systems. Method：Literature reviews. Results：There were mainly two categories of theoretical frameworks for community health service evaluation：the first one is structure-process-outcome or input-activities-output logic model; the second is based on national policy objectives or community health service development model. The Delphi approach is mainly used to the evaluation indicators among which some researches even test the reliability and validity of the indicators. Conclusions and recommendations：The logic model of community health service evaluation indicator system has been gradually formed,but the assessment indicator system is not perfect and some managerial measures were neglected. The study recommends that first a standard logic evaluation framework be established. Second,integrating different evaluation indicators and the process of their implication be addressed through synthesizing methodology. Finally,improving the standard model be necessary.
