属地管理是指将工作职责按工作区域、资产、职能、风险大小等进行属地划分,实现安全无缝化管理的一种方法。属地管理的目的是必须为其自身和其管辖的工作区域的其他人员(包括承包商员工和访客)的安全负责,真正实现"谁主管,谁负责"和"我的属地我负责"安全管理理念。通过对属地管理的7项措施分析,探讨如何在实际工作中落实执行安全属地管理,实现HSE工作的本质安全。

Territorial management is described as one method to classify working responsibilities regionally according to the working area, property, functions and the degree of risks, and eventually make safe and seamless management come true. The purpose of territorial management is to take safe responsibility for territorial residents and other people in its precinct （like staff employed by contractors and visitors）, and really realize some security management concepts about ＂who is in charge, who is responsible for＂ and ＂I will take responsibility in my territory＂. So the paper analyzes 7 measures about territorial management at first, and then discusses how to carry out security territorial management in practical work, and thus realize the security nature of HSE work.
