从乌鲁木齐“7·5”事件谈公安应急指挥的相关问题

公安应急指挥是新时期公安机关各级领导在履行维护国家安全、维护社会稳定的过程中,面对突然发生的特定治安事件,必须具备的一项政治素质和业务能力。2009年7月5日发生在乌鲁木齐的"7.5"打砸抢烧暴力恐怖事件,公安机关在进行应急指挥处置过程中出现的失误,为我们指出公安机关面对突发性治安事件,首先应当明确公安机关的性质、职责和指挥的主体;清醒认识处置突发性治安事件过程中公安应急指挥的目的与目标;了解并熟悉指挥的硬件性因素、软件性因素、启动性因素和指挥性因素等指挥依据;坚持"有文事,必有武备"的政治原则等。吸取"7.5"事件处置的教训,完善应对措施,可防止此类事件在新疆乃至全国再度发生。

The police emergency command is a political character and professional ability of public security officials of all levels when facing sudden public order affairs in the fulfillment of maintaining the social stability and national security.In the process of handling the Urumqi ＂7.5 Riot＂,the police emergency command had faults,which showed that when facing the sudden incidents,firstly we police should make clear the tenet,task and our command body of police;understand our aim and targets;comprehend the hardware factors,software factors,initial factors and command factor etc.;insist the political principle of ＂preparing with arms＂.We should draw the lessons from the reaction to ＂7.5 Riot＂,perfect the responsive measures to prevent this kind of incidents from occurring in Xinjiang even the whole country once more.
