摘要
2009年发生的"力拓案",暴露出目前我国三资企业中,境外人员管理存在内外有别的"超国民待遇"、多头管理的"边界真空"和金融危机引发的"综合症"等问题,三资企业中境外人员管理应该从境外人员趋同化、对等化管理入手,加强信息情报交流共享,建立健全三资企业境外人员各项管理制度,提高其管理工作水平。
The 2009 Rio Tinto Case exposed many management problems of overseas administrative staffs in foreign-invested enterprises at present,such as "super national treatment","boundary vacuum" and syndromes by economic crisis.As for the management on them,we should equalize the treatment of all personnel,equalize the supervision,reinforce the information exchange,set up the management systems and improve their administrative ability.
