摘要
相较于其他地区,东北国企改革反映出了明显的滞后性。究其根源,由于长期受地域文化和在计划经济体制下生存的影响,东北国企人员形成了封闭而非开放,退隐而非进取,虚名而非实利的文化心理。制度变了,思想没变;体制变了,观念没变。这在很大程度上构成了东北国企进一步发展的阻滞。因此,东北国企要使改革走向深入,必须实现从"伦理人""单位人"向"能力人""契约人"的文化模式的转型。
Comparing with other areas,the national state-owned enterprise reform is obviously slow.As a result of long-term regional culture and the existence under the planned economic system,there was a block to the further development of the northeast-state-owned enterprises and the cause of it was that the employees of state enterprises did not break the closed form,withdrawal rather than going ahead,undeserved reputation rather than nonpower.Therefore,we need to achieve the transition model of human nature to deepen the reform.
