谈谈改革创新需要把握的几个原则——以佛山土地管理制度改革创新为例

Talk about Several Principles on Land Administraion Reform and Innovation——Illustrated by the example of Foshan

随着经济社会进程的加快和土地资源稀缺性、资产性的显现,以及新的矛盾不断出现,土地资源管理工作面临着日益剧增的挑战。加快国土管理制度的改革创新,构建保障和促进科学发展的新机制,是实现保护资源、保护发展、促进和谐三者共赢的根本之路。本文结合佛山多年土地管理制度改革的实践经验,提出推进土地管理制度改革创新必须把握实事求是、为民惠民、法治和公平合理、稳定和渐进几个基本原则。

With rapid social-economic development and the scarcity of land resource or land assets, there occurs new problems in land use and land administration is facing ever-intensifying challenges. The key to land resource protection, economic development and social harmony is to accelerate system reform and innovation of land administration and to construct a new mechanism for scientific development. In this paper, several basic principles for land administration system reform and innovation are proposed based on practical experience in Fosban City, including seeking truth from fact, benefiting the people, administrating by law and justice, and keeping the process stable and progressive.
