认为煤炭企业工程内部审计存在违反煤炭基建程序、缺乏统筹安排,现场管理人员不足、工程签证不规范,招标工作走过场、合同管理混乱,管理制度不健全、缺乏有效的控制机制,设计工作深度不够、监理管理不到位5方面的问题。并针对这些问题提出了解决办法。

It is disclosed by this paper that the existing internal auditing on construction projects inside coal mine companies still suffers the following five phenomena or problems such as practice contrary to coal sector capital construction rules due to the lack of overall arrangements,lack of managerial personnel on construction sites and the lack of legal certification on construction projects,frauds found in bidding invitation activity and poor management of project contracts,management regulations and rules calling for further improvements and the lack of effective control mechanisms,insufficient designs for construction projects and lack of on-the-site project supervision and management.The author finally proposes relevant solutions to all these problems found in coal construction project implementation.
