基础教育阶段学校办学标准是有关合格学校办学必须具备的各种物质条件和精神条件。办学标准总是承载和表达着特定的目的和理念追求,具有明显的价值指向性。制定新世纪基础教育阶段学校办学标准,应以回应和有效解决当今中小学所面临的种种问题为根本取向,以恪守合法性、适中性、现实性、统一性为基本原则。
