经过冷战结束以来二十年的持续演变,国际战略与安全环境发展趋势呈现新的特点。国际格局将逐步从"一超多强"走向多极化,国际体系将继续以和平渐进的方式加快重构,国际安全形势中失序和不确定因素更加突出。这些推动各国探求新的安全理念、战略和机制。
Over the past 20 years of development since the end of the cold war,a series of new features have taken in shape in international strategy and global security landscape.The international pattern will shift from'one superpower and many great powers'to greater multipolarity;the international system will accelerate the pace of restructuring via peaceful means;disorders and uncertainties in the international security situation will be more prominent.In such circumstances, countries would pursue new security concept,security strategy and related mechanism.
