摘要
研究目的:研究农地城市流转过程中失地农民福利的公平补偿价值,缓解由于征地以及不公平补偿带来的各种问题。研究方法:在对4城市失地农民以及相关主体调查的基础上,运用SPSS 15.0中的Cronbachs’a系数测试样本可靠度,并运用还原法、替代法和CVM法对处理后的数据进行计算。研究结果:基于公平思想的水田、旱地、菜地的总福利补偿价值分别为3414447元/hm2、3426994.5元/hm2和5158972.5元/hm2。研究结论:在征地补偿时应重视流转中正的社会福利效应,公平地对农民损失进行补偿。
The purpose of this paper is to research on the fair compensation for land-lost peasants＇ welfare loss during the farmland conversion for urban development so as to solve the problems due to land expropriation and unfair compensation in rural areas. Method employed is using the Cronbach＇s a coefficient in SPSS 15.0 to conduct the reliability testing on the samples and ~further calculate the processed data via reduction, substitution and CVM methods, which are based on the surveys on the land-lost peasants and relevant subjects in the four cities. The results indicate that the total welfare compensation per hectare basing on fair ideology for paddy field, upland field, and vegetable field are 3,414,447 yuan, 3,426,994.5 yuan and 5,158,972.5 yuan, respectively. The paper concludes that it is recognize properly the positive social welfare effects of farmland conversion and compensate the peasants fairly in terms of their loss in land expropriation.
