试论宜春市农业服务体系的现状、问题及对策

The status quo,existing problems as well as countermeasures of agricultural socialized services systems in Yi Chun city

学者围绕着中国农业社会化服务体系的现状、存在的问题进行了广泛深入的探讨,并发生了种种争论。本文以宜春市为例,通过深入剖析宜春市农业服务体系的现状,发现宜春市现有农业公共服务体系存在公共服务机构管理体制不顺、机构职能不清、人员结构与知识结构不合理、公益性服务经费投入不足等问题。针对这些存在的问题,文章提出了理顺服务机构与服务职能,创新服务机制与服务方式,整合资源、创新投入机制,培育多元的农业社会化服务主体等改革措施。

scholars in this field have explored extensively and intensively the status quo and existing problems of China socialized service system for agriculture with the result of lots of disagreement.Based on the case of Yi Chun city,this article first analyzes the current situation of socialized service system for agriculture in Yi Chun in great depth,then discovers there are plentiful problems such as non-smooth management system,unclear organizational function,unreasonable structure of personnel as well as knowledge,insufficient input of non-profit service fund and so on.Finally,it puts forward some pointed countermeasures,including rationalizing service organization and service function,innovating service mechanism and service mode,reallocating resources,bringing forth new ideas on input mechanism,cultivating pluralistic service main body.
