摘要
随着部分一线城市房地产市场价格出现回落,贷款成数越高的购房者,抵押贷款违约行为发生的概率越大。抵押贷款风险属于公共风险的范畴,从公平和效率两个角度看,政府干预具有合理性。在住房金融机构加强自身风险控制的基础上,建立相应的调控机制和政策体系,鼓励居民自有住房消费,通过奖励贴息、提供担保、完善公积金制度等手段,切实防范和化解住房消费抵押贷款领域的风险。
With the setback of some first urban real estate market price,the more mortgage the house buyers have,the more probability their breaches of mortgage.Mortage loan risk falls into the category of public risk.From the perspectives of justice and efficiency,government intervention is of reasonability.On the basis of housing financing institues strengthening their risk control,government should establish corresponding regulating mechanism and policy system,encourage residents to consume their own houses,prevent and solve risks in housing consumption mortgage field by awarding interest,offering guarantee,and perfecting public accumulated funds.
