摘要
东营市加强农村人力资源开发,对于推进黄河三角洲高效生态经济区建设、促进农村劳动力就业增收、构建农村和谐社会、建设社会主义新农村都具有重大而深远的现实意义。目前,东营市农村人力资源数量丰富,但整体素质较低,人力资源结构不合理,人才资源匮乏。这是思想认识、教育体系、投资机制、市场制度、管理机制等多种因素共同影响的结果。为此,建议东营市通过强化农村教育培训发展、完善农村人力资源市场制度、创新人力资源开发管理体制和培育农村实用人才队伍等措施,大力推进农村人力资源的开发和利用。
There is a profound and lasting significance to strengthen the human resource development in rural areas,which will propel the construction of hi-efficiency and ecological economic zone in the Yellow River Delta,improve the income of rural labor forces,speed up the construction of harmonious society and build new socialist countryside.Dongying is rich in human resource but weak in its quality and structure,thereby suffering losing talents.This is attributed to such factors as ideology,education system,investing mechanics,social security and administration.This essay proposes some suggestions of perfecting the rural human resource training mechanics,market solutions and social security systems in order to push the development and utilization of human resources in rural areas.
