靠泊卸油作业危害分析及控制

采用预危害分析法对原油码头靠泊卸油作业进行危害分析,指出人的不安全行为、物的不安全状态、管理不到位是造成人员伤害、财产损失、环境污染的重要危害因素,从八个方面提出预防控制措施。

This paper makes a hazard analysis on berthing and oil unloading operations at crude oil terminal by adopting PHA(Pre-Hazard Analysis)method.It points out that unsafe behaviors from human,unsafe states from equipments and imperfect management are major hazardous factors which result in human injury,property loss and environmental pollution.The author proposes prevention and control measures from eight aspects in the paper.
