Independent innovation is a sign indicating that a country enters the international top-ranked list, and representing that country＇s national power, strength, and core competence, and showing that country can well maintain its original drive, independence and vitality in international competitions. As an important component of independent innovation, independence is the essence of regional dependent innovation, which comes from the regional main bodies＇ respective features and creative abilities and is the origin of independent innovation in science and technology. Researches on the soft environment policies of independent innovation will guarantee the implement of independent innovation strategies from the starting point, and the conversion of these strategies into practical measures in regional independent innovation in science and technology, which will in turn promote the originality and creativity of China＇s economy, social reform and development, and realize independent and self-made development with great leaps.
